PARCEL 24 IN THE GLEN
Parcel 24 was not part of the original land grant from the Navy, but was purchased by The Village of Glenview from the Navy in 2007, for the purpose of allowing the community to decide how this acreage would be developed. A primary goal of the numerous Glenview residents and community jurisdictions (school districts, park district, library, local services organizations) who participated in the planning process, was to preserve civic and open spaces. This coalition produced the Parcel 24 2007 consensus plan. Under this plan, which was approved by the Village Trustees, half of the 41 acres of Parcel 24 were to be become a civic campus, specifically noting the possibility of an NASG museum. In July of 2012, The Village of Glenview offered for sale the entirety of Parcel 24, one of the last undeveloped parcels of land of former NASG, citing financial necessity as the reason for the decision not to follow the Parcel 24 2007 consensus plan.
BIHG was one of 10 "developers" to submit a formal response to the RFP for Parcel 24. In its response, BIHG asked the Village to retain as Village property, 3-5 acres of Parcel 24 for civic use - specifically for an NASG museum and learning center. Speaking on behalf of the original civic purpose, BIHG participated in the 2013 public forums on Parcel 24 held by the Village Trustees and the Village Plan Commission, and submitted documentation which demonstrated that, during the remaining Glen TIF period and in perpetuity thereafter, 3 acres of civic land (with the remaining acreage tax revenue producing) was financially better for the community than 12 acres of tax-exempt land (even with the negotiated service payments from the tax-exempt entity). The Village declined to preserve civic land on Parcel 24. This parcel, running along Shermer Road north of West Lake Avenue, is now the Westgate neighborhood and a meeting facility for Willow Creek Church.
BIHG is proud to have participated in the public process regarding Parcel 24, and is extremely grateful to all of the individuals - local and across the globe - who signed our petition, and to the community organizations and businesses that wrote letters to the Village on behalf of our proposal - including School Districts 225 and 34, and The Glen Club. We believe that the public conversations regarding Parcel 24 have helped to bring attention to the commitments that we, as a community, made to preserve NASG history over 20 years ago.
